Principal responsibilities include overall strategic and technical management of a world class DBA Team, which focuses on value-adding initiatives, technologies, processes, policies and procedures. Promotes leading-edge thinking and develops innovative and best practice IT strategies for systems that are aligned with government practices. Inspires and motivates staff by being a catalyst for creative problem solving, solution generation, implementation and teamwork.

The manager is responsible for the full life cycle of enterprise-wide solutions, forecasting and developing an enterprise infrastructure and provides the foundation for highly-functional and stable systems. The selected individual will have high expectations of accomplishment and extraordinary strategic and technical knowledge and people skills.

The Systems Engineering Lead Analyst-DBA will report to the Application Delivery Manager – Enterprise DBA

Provide leadership in the establishment and meeting strategic objectives. Envision the future needs of the servers and associated systems. Evaluate the merits of new customer requests and emergency technologies. Balance business objectives, technology, and internal resources against schedule and fiscal constraints. 20%

Continually expand the functionality, dependability and security of enterprise services through leadership and practice. Support for Microsoft SQL, Mongo and Oracle databases include: backups, imports/exports, performance monitoring and tuning, auditing, upgrades, patching, storage management, session tracing, transaction languages (T/SQL, Mongo Shell, PL/SQL), replication, failover, database management tools, security, and reporting. 35%

Responsible for the quality of all products and services developed and managed by their DBA Team. Ensure that projects are brought in on time and on budget. Provide regular reports on project status, risks, time and competencies. Ensure that the team members are fulfilling their responsibilities in achieving milestones, following defined processes, and meeting deliverables. 20%

Provide leadership in the establishment and meeting of Statewide objectives through the use of technology, improved process and innovative thinking. 25%

I. Education
Bachelor’s Degree preferred, with emphasis in Computer Science, Information Systems or a related field, or equivalent experience.

II. Experience
5-8 years senior engineering leadership in system engineering database administration and team supervision (operating systems, design, architecture, stored procedures, business intelligence and implementation).
Must demonstrate ability to develop detailed technical and functional requirements. Must have a proven track record of team leadership
Defines architecture, business and IT drivers and coordinates the analysis, design and long term build-out and management of enterprise databases. Leads the efforts of DTI’s database team with the goal of improving response, effectiveness, accuracy and security.
Experience with Microsoft SQL, Mongo & Oracle DBA software installation and configuration, upgrades, version testing and debugging, installation of patches, and direct technical vendor interactions. Working knowledge of UNIX and Linux supporting Oracle databases. Microsoft SQL & Oracle database design, administration, debugging, tuning and recovery are a required.
Knowledge and/or experience with MSSQLSVR versions 2012, 2014 and 2016; all versions of Mongo; and Oracle 12c. It is understood that DBAs are expected to learn and become knowledgeable of higher versions of the databases as they are released by the vendor(s)
Experience in testing, debugging, and supporting MSSQLSVR SQL Reporting Services, and MSSQLSVR SQL Integration Services.
Experience in Server Operating Systems Windows 2012 and higher, Oracle Linux 7 and higher, and most versions of HP/UX along with the inter-dependent functions of Microsoft SQL, Mongo and Oracle DBA.
Experience with MSSQLSVR High Availability and Failover Clusters, SQL Server Replication, and SQL Server Agents (Jobs).
Experience with Oracle performance and turning, Data Guard, Advanced security, AuditVault, DB Firewall, Unified Auditing, LOB Storage and Materialized views.
Experience with Enterprise Manager (Grid Control), SolarWinds, Dell Toad, MSSQLSVR Management Studio, Oracle SQLDeveloper and Database Encryption.
Experience must demonstrate ability to develop detailed technical and functional requirements. Must have a proven track record of team leadership
Demonstrated ability to analyze and decide among alternative solutions to current and anticipated IT needs. Strong analytical skills, with particular emphasis on identifying creative solutions to IT problems within applicable constraints.
Ability to work with customers and key partners and lead cross-functional teams.
General experience that provides a good basic knowledge of the principles of organization, management, budget and administration.
Solid understanding of system design and server fundamentals. Overall knowledge of Operating System functions, hardware requirements and security zones. In-depth knowledge of Information Security issues, best practices policies and standards.
Demonstrated self-starter, able to work effectively with minimal supervision, good judgment in when and how to engage other parties, especially senior management.
Excellent interpersonal, written and verbal communication skills.

III. Supervision Received
The candidate must be able to work independently in accordance with his/her performance plan with minimal supervision. In most cases, the SE Lead Analyst – DBA will operate under broad directives but will communicate regularly with the Application Delivery Manager - Enterprise DBA and Team Leader.

IV. Supervision Given
Candidate must be able to effectively supervise and assign duties to as many as 10 people whose classifications may include client-server technologists, system engineering analyst/DBAs and engineers/technicians, all levels of IT support, contractors, and temporary staff.

V. Complexity and Scope
The Systems Engineering Lead Analyst - DBA directs highly technical service and support functions, therefore critical judgment and analysis is a continuous requirement, with particular emphasis during crisis situations that threaten service. The ability to calmly assess the situation, identify options, and recommend or approve interventions is absolutely critical to the job.
The scope of the technical infrastructure directly managed by the Application Delivery Manager is well defined, but the overall environment is highly complex and inter-related to other infrastructures. This calls for frequent and effective collaboration with other DTI managers and technicians, outside vendors, and even customers on an as-needed basis.
The Systems Engineering Lead Analyst - DBA must provide leadership and direction to Information Technology professionals across the State. Technical consulting, leading user groups, disseminating best practices and encouraging agency staff input and support will drive unified enterprise architecture.
Candidate must be a highly motivated self-starter, comfortable working in a high energy, dynamic start-up environment.

VI. Accountability
Delivery for enabling excellence in Delaware State Government. Candidate must be available when on-call or when calls require escalation per schedule.

As required, the SE Lead Analyst – DBA will interact with auditors and other authorized parties.

Assist the Application Delivery Team Leadership with overall strategic, technical, and tactical leadership of system development and server design, with special attention on value-adding initiatives and enterprise technologies and processes.
