Overview

Candidate is responsible for the design, configuration, implementation and management of all networks and related client services and systems. Has leading responsibility for the identification and resolution of hardware and software technical problems related to core services such as data, voice and video networks.

Selective Requirements:
Candidate should have experience with network security devices such as firewalls and web content filters. Candidates with experience in enabling and supporting automation of the deployment, provisioning, and maintenance of network and security devices and their policies will be preferred.

Responsibilities

Approximate % of Time, Annualized
Test core communications and routing products including voice, video and network. Develop test plans (e.g. functionality, integrity, security, stability); be responsible for the creation of test platforms, including the evaluation of test equipment and design test networks; develop automated test suites for product regression and stress testing. 20

Maintain high service levels for the user community, and establish a method to easily compare the installation performance against established performance objectives. 25

Proactively research and locate tools and processes to identify and avert troublesome trends as they develop and analyze and predict trends for long-range plans. 15

Designs and implements network architecture, including LAN’s, WAN’s, MAN’s, inter-network and Internet communications. 15

Makes decisions that are critical in the areas of throughput analysis, problem solving and infrastructure planning and development with the potential to affect the successful execution of business transactions. 10

Ensures a stable performance environment for enterprise systems. 15

Qualifications

I. Education
Minimum of 4 weeks technical training over the past two years or 10 weeks over the past five years. Training must be documented, and must have been from a recognized training facility requiring examinations
Certifications or coursework towards certifications preferred.

II. Experience
Minimum of 5 years hands-on experience in enterprise environments.
Advanced experience with system hardware including servers and switches
Advanced problem resolution, communication and writing skills
Advanced knowledge in system analysis
Experience successfully leading one or more on-time installations of communications systems

III. Supervision Received
Candidate will be able to work independently to meet responsibilities
Candidate will receive nominal technical direction and assistance from peers and the network architect.
Candidate will receive moderate managerial supervision including assistance with priorities and policy issues.

IV. Supervision Given
Candidate will be able to work with a diverse group with various technical skill levels.
Candidate will provide coaching and assistance to Telecommunications Technologists.
Candidate will provide technical oversight to Operations network and systems staff
Candidate will provide technical oversight and training to State and education network staff.

V. Complexity and Scope
Candidate is required to approach all efforts in a creative and innovative way to develop the most effective and most appropriate solutions.
Candidate is required to manage highly complex network devices that meet specific performance objectives in a high-volume, critical services environment.
Candidate must apply analytical thought using diverse expertise across multiple platforms. This fosters enterprise-wide solutions addressing a broad scope and will ensure positive impact across services.
Candidate must be innovation in his approach to solutions valuing simplicity and efficiency in all designs.

VI. Accountability
Candidate will have lead responsibility for system stability and integrity
Candidate is responsible to ensure client technical needs are addressed with specific regard to functionality, supportability and cost.
Candidate must ensure that Operations staff has the information necessary to operate environment.
Candidate will assist in making technical decisions that will impact all State and Educational core services such as data access, data integrity, voice services, video services and Internet and intranet services.

VII. Contacts
Candidate will have regular interaction and teaming with all DTI staff.
Candidate will have regular interaction with technical staff throughout State and education
Candidate will have on-going interaction with state and federal partners for the purposes of pursuing technical solutions.
Candidate must have the ability to communicate effectively with technical and non-technical team members.

VIII. Information Management
Candidate will have a lead role in managing all core system communications including voice, video and data systems.
Candidate will have a lead role in ensuring information and system integrity.
Candidate will have a lead role in designing and managing core services required for all State or education access such as core routers, DNS, proxy services, telecommunications, messaging systems etc.
Candidate must understand and execute standards and policies.

IX. Work environment
Candidate may be required to move hardware not to exceed 80lbs.
Candidate may be required to work extended hours as system services demands.
Candidate may be required to travel to various locations within and outside of Delaware to provide systems support and to receive training.
