Overview

Principal responsibilities include overall strategic and technical leadership of multiple world class technical team s in an Information Technology environment, which focuses on strategic innovation, enterprise technologies, infrastructure, security, policies and procedures. Responsibilities include statewide network, systems and State security, engineering and database management. Position promotes leading-edge thinking and develops innovative and best practice IT strategies that are aligned with business and government practices. Inspires and motivates staff by being a catalyst for visionary technology, creative problem solving, solution generation, implementation and teamwork.

This position requires mastery of multiple scientific disciplines in the technology field. In addition, the direct oversight of multiple technical teams is required. Beyond technical acumen, the position demands in-depth knowledge and application of professional, leadership techniques, practices and theories. Strategic innovation and execution are critical to all State organizations both with regard to leadership and direct functional strategies that will impact Government, political subdivisions, constituents and customers. Skills gained through a history of successful implementations and leadership will be required to manage and direct staff across many technical disciplines.

This senior level director is responsible for the full life cycle of enterprise-wide hardware and software solutions and will assist in formulating and administering policies and procedures, including implementing long-range goals and objectives. The position requires high expectations of accomplishment and extraordinary strategic business and industry knowledge, ambition, talent, and people skills.

This position will report to a member of the Senior Management team.

Selective Requirement:
A minimum of 5 years of leadership experience in customer relationship management.
Demonstrated ability to deliver results in leading technology transformation.

The successful candidate will lead an organization responsible for maintaining customer relationships with all state agencies, in addition to leading the organization responsible for ensuring our technology innovation pipeline is active with projects that are focused on solving the pain points experienced by the agencies.

Responsibilities

Provide leadership in the establishment and meeting of highly technical, critical, strategic objectives. Envision the future needs of the State and develop innovated, sustainable and secured solutions. Evaluate the merits of new customer requests and emerging technologies. Balance business objectives, technology, and internal resources against fiscal constraints and cyber risk. 30%

Continually expand the functionality, dependability and security of enterprise services through leadership and practice. Maintain a broad and deep understanding of all enterprise technologies including the constantly changing landscape of trends and development. 30%

Responsible for the quality of all products and services developed and managed by their team. Ensure that projects are brought in on time and on budget. Provide regular reports on project status, risks, time and competencies. Ensure that the team members are fulfilling their responsibilities in achieving milestones, following defined processes, and meeting deliverables. 20%

Manage the changing needs or all branches of government, education and the constituency. Reduce the State’s dependency on costly and unpredictable private services. Provide leadership in the establishment and meeting of Statewide objectives through the use of technology, improved process and innovative thinking. 20%

Qualifications

I. Education
Bachelor’s Degree preferred, with emphasis in Computer Science, Information Systems, Telecommunications, or a related field.

II. Experience
Minimum of 15 years senior engineering leadership including enterprise architecture and major project implementations.
Experience must demonstrate ability to develop detailed technical and functional requirements. Must have a proven track record of team leadership.
Demonstrated ability to develop, analyze and decide among alternative solutions to current and anticipated IT needs. Strong analytical skills, with particular emphasis on identifying creative solutions to IT problems within applicable constraints.
Ability to work with customers and key partners and lead cross-functional teams.
General experience that provides strong knowledge of the principles of organization, management, budget and administration.
Ability to lead all branches of government, public education and State vendors and partners to provide secured solutions meeting business and government needs while responding 7x24 to emergency events protecting governments functionality and State and constituent and customer data.
Demonstrated self-starter, able to work effectively with minimal supervision, good judgment in when and how to engage other parties, especially senior management.
Excellent interpersonal, written and verbal communication skills.

III. Supervision Received
The candidate must be able to work independently in accordance with his/her performance plan with minimal supervision. In most cases, the Team Leader II will develop strategy and drive directives but will communicate regularly with Senior Management and State Chief Information Officer. Position requires supporting senior leadership and/or acting as interim Senior Team member at times when they are unavailable.

IV. Supervision Given
Candidate must be able to effectively supervise as many as 70+ people whose classifications may include Network and Systems Engineers, Architects, Information Security Officers, Technologists, Technicians, all levels of IT support, contractors, and temporary staff.

V. Complexity and Scope
The Team Leader II directs highly technical systems and functions, therefore critical judgment and analysis is a continuous requirement, with particular emphasis during crisis situations that threaten State services. The ability to calmly assess the situation, identify options, and recommend or approve interventions is absolutely critical to the job.
The scope of the technical infrastructure environment is highly complex and inter-related to other infrastructures. This calls for frequent and effective collaboration with other DTI managers and technicians, partnering States, Federal government, outside vendors, and customers on regular basis.
Must provide leadership and direction to all Information Technology and organizational professionals across the State. Technical consulting, leading program teams, disseminating best practices and encouraging agency staff input and support will drive unified enterprise architecture.
Candidate must be a highly motivated self-starter, comfortable working in a high energy, dynamic start-up environment. These positions have a very high, after-hours and on-call requirement. Additionally in the event of a DR event, these team members must be available as they are critical to State recovery.

Candidate is accountable directly to the appropriate Senior Team Member for enabling excellence in Delaware State Government.

VIII. Information Management
Assist State Leadership with overall strategic, technical, and tactical leadership of multiple technical teams, with special attention on value-adding initiatives and enterprise technologies and processes.

IX. Work environment
This position will require after-hours access and availability.
